THE REGIONAL PECULIARITIES OF THE FORMATION OF ECOLOGY-ORIENTED INVESTMENT POLITICS ON THE TERRITORIES WITH ECOLOGICAL RESTRICTIONS
ABSTRACT
In the second half of the twentieth century and in the beginning of the twenty first century finding the ways of regulating of economic development and preserving the natural environment remains the most urgent task of the world scientific community. The issues of coordination of further socio-economic development and environmental protection remain an important problem in many regions, especially in territories with environmental restrictions because of the exceptional value of the natural complexes of Lake Baikal. Currently, in solving environmental and economic problems, isolated methods of managing economic development prevail, on the one hand, and environmental management and environmental protection, on the other, unable to prevent further degradation of the environment without a scientific and practical justification for the interrelated conditions of their functioning. The declared priorities of preserving the natural environment in combination with outdated methods of farming, inefficient and inadequate use of financial resources and distribution of investments create contradictions between the ecological and socio-economic interests of the society. In this regard, further economic development becomes possible only with the formation of a scientifically-based regional ecological-economic policy.
