MODIFICATION OF THE FEDERAL INFORMATIONAL SYSTEM FOR ORGANIZATION OF THE CENTRALIZED ADMISSION TO THE UNIVERSITIES IN RUSSIA

ABSTRACT

The federal information system for providing state final certification and admission can be transformed from a tool of adherence to and compliance with the law in the sphere of admission to higher education programs as the basis for an automated information system for organizing a centralized competitive selection for Russian universities. The research shows that this system needs only a small modification in terms of expanding the list of stored information. At the same time, the technical capacity of the federal system is sufficient to ensure functioning in the new regime, and the most difficult necessary improvements to implement are the creation of open Internet interfaces for interaction with enrollees to meet the requirements for information transparency, integration with the portal of state and municipal services and a single system of identification and authentication to suit the demands of informational protection, personal data in particular. The research shows how the scheme of interaction between universities, applicants and the state information system will change in the event of the admission campaign centralization.
