ABSTRACT
The article discusses the need to introduce energy management of municipally-owned buildings provided by the concept of Smart Cities. Cities use many buildings. These buildings also have a different nature of use, such as offices, schools, social care homes, etc. All these buildings consume energy that needs to be monitored and regulated. Energy management needs a large amount of relevant data on these buildings together in one comprehensive system. When planning building revitalization, it is necessary to have sufficient information for qualified decisions ensuring buildings have the greatest potential for energy savings, and control of operating costs and CO2 emissions. It is necessary to know the technical condition of the building, as well as its energy systems and operating costs. Based on multi-criteria decision-making, it is possible to choose suitable buildings for thermal insulation, a replacement of the source and other measures leading to energy savings and lower operating costs. Financial resources saved can then be re-invested in other buildings. When planning investments, some other possible ways of achieving final results, such as the Energy Performance Contract (EPC), need to be considered.
