ABSTRACT

State entrepreneurship and state marketing are the key forms of the state participation in national economy. Within their frames there is a distribution of the resources directed to the maintenance and development of infrastructure, implementation of social obligations and state programs. One of the instruments of state entrepreneurship is the procurement system provided with target budgetary financing by executive authorities. Introduction into the system of state and municipal management the methodology of project-based approach has revealed some obstacles of providing purchases determined by state contracts specification. The paper analyses the project-based and process management approaches. It also considers advantages and restrictions of using project-based approaches in the system of the state entrepreneurship and marketing. The features of state purchasing management are given. The factors hindering development of the project-based management in this sphere of the state procurement are revealed.
